直升機通常都是用來執行非標準化的工作,因此無論對管理者或是飛行員而言,標準作業程序(SOP)的制定都是困難重重,於國內通常一般民眾關注的飛航安全問題是指民航中、大型客機的飛航安全,而對於直升機的飛航安全問題較少琢磨,飛航安全管理最主要的目的是預防過去的失事重覆發生,但檢視我國歷年直升機飛航失事統計却是不斷的復蹈前轍,所以對於我國直升機飛航安全議題的改進策略研討實屬必要。本研究以飛航安全理論 SHELL Model 為發展構面指標,擬定直升機飛航風險五大構面及十四項風險因子,並透過航空類專家問卷,再藉由層級程序分析法(AHP),找出整體權重值較高之前五項風險因子,並蒐集國內外近15年直

升機失事案例,運用SHELL Model將其肇因分類後,驗證風險評估指標之一致性。 分析結果顯示,於飛航風險構面整體權重值以飛行員核心能力(L)為首要,其次飛航風險因子整體權重值依序為風險認知、飛行員專業、飛行員身心狀況、飛機系統結構、天氣,研究結果發現,於理論構面與過去實際發生失事案例之一致性為相符。最後將研究結果提出相關改進策略,並俾使居高不下之直升機飛安事件能有所下降。
