20世紀末,在西方國家遭遇嚴重停滯性通貨膨脹(stagflation)後,掌握貨幣政策的中央銀行逐漸受到重視,研究中央銀行的文獻開始大量出現,而在這些文獻中,又以獨立性的討論為大宗。在民主國家,政治人物多以「維持經濟繁榮」或「改善經濟環境」為方針以滿足選民。但政治人物過度訴諸人為方式以提供充足的貨幣和貸款,長期將對整個社會、經濟和政治平衡造成破壞。因此欲達到金融穩定,首重中央銀行保持獨立決策;也就是說,控制通貨膨脹率和穩定國家經濟成長是目標,而維持「中央銀行獨立性」則是過程。獨立機關的概念以及第一個獨立機關成立均源自美國,聯邦準備系統(又稱聯準會)作為美國的中央銀行,其政策決定和輸出影響國家
