中國經濟快速崛起和漸趨霸道的行為改變了亞洲甚至全球的秩序。對此,美國對中政策上有了明確的轉變,川普任期內除了開打美中貿易戰,也提出印太戰略試圖重返亞洲區域主導地位。在此背景下,與中國有著地緣牽絆的越南自然成為美中競爭下的觀察對象。因此,本文依循權力平衡理論和避險策略邏輯概念,探究夾在兩大強權競爭下的越南,在考量其國內政治、經濟和社會因素和美中分別對越南在政治、經濟和社會的程度關係,觀察2013-2020年間越南策略選擇的變化。研究發現,美中關係的惡化,強化了美越關係,也增加了越南策略選擇的自由度。然而,越南並未因為得到美國一些好處,而完全倒向美國陣營,而是採取親中、和美的避險策略。
