在政府政策的推動下,高科技電子產業以成為我國產業發展的主流,為解決國內科技廠商建廠需求,如何縮短園區的開發時程,是一項重要課題。在園區各項公共工程中,建築工程所需考量的各項介面較開發工程為多,其牽涉的領域、介入的工種、使用的材料亦較為複雜,如何整合各項專業使之能夠順利合作無間,是一項難度高、技術性複雜的課題。另由於園區開發初期人力不足,因此,如何藉由專案管理來協助園區開發,更有效的管控園區公有建築工程之時程及品質,是本研究的重點。 本研究以南部科學工業園區管理局為研究對象,探討台南科學工業園區之公有建築之種類及特性,管理局之人力及每年之預算執行,藉以了解園區開發初期人力不足之情形。並對

園區公有建築之實際案例進行檢討分析,針對建築物生命週期中各個階段產生之問題,尋求其解決對策,再藉由各案例不同之採購及管理模式進行比較,加以分析與整理,提出具體可行之方案建議,以作為未來新設園區公有建築工程專案管理或專業營建管理模式之參考。 經由實際案例之研討,主要歸納出以下之成果:一、由於園區開發初期人力不足,園區公有建築工程確有委託專案管理之必要。二、園區公有建築工程委託專案管理的方式,應為全程的專案管理,而且是整體建築工程委託專案管理。三、園區公有建築物可分為機關型、生產型、商業型等不同類型,應依不同的建築類型採專業營建管理或專案管理。四、專案管理成員建議由大型顧問公司與建築師事務所
