本研究是以國軍於民國102年7月發生的洪仲丘案為研究對象,研究方法運用個案研究法與深度訪談法,透過平面媒體的文獻,以及學者、軍事發言人、公關人員的訪談來取得資料,瞭解國軍在洪仲丘案中的危機前的準備工作、危機發生時的處理情形、以及危機後的學習效能。 本研究發現危機前的預防準備工作仍可再考量周延、而危機處理時也能再做精進、危機後更要記取教訓,才能更加提升危機處理能量。本研究建議國軍應再加強灌輸官兵危機意識、訂定標準作業程序、建立地方記者媒體關係、盡快澄清不實消息。
