山徑越野跑賽事之安全風險管理研究-以臺灣A極限山徑挑戰賽為例

隨著臺灣山徑越野跑運動的發展,山徑越野賽事也逐漸增加,因此賽事安全格外重要。本研究的目的在透過個案研究的方式,探討影響山徑越野賽事的風險因素與風險管理之安全對策。研究方法透過文件分析法,進行賽事安全相關文獻綜整與歸納,應用延伸個案法分析2019臺灣A極限山徑挑戰賽之前、中、後期的風險管理機制,期據此以獲得更具實用價值的安全風險管理策略。研究結果如下:一、鑑於越野跑運動的獨特性,賽前的賽道線路規劃是最關鍵的因素,設計良好的賽道規劃可有效降低風險。二、賽事籌備期間,賽道清理、賽道標示和志工的指引能夠有效減少選手迷途的情形,必須列為重點準備工作。三、工作人員、志工、救援團隊、救護團隊之間的指揮架構

、決策模式、通訊設備整合是團隊協作中必須提前演練磨合的部分。四、針對選手的風險告知、教育培訓、強制裝備檢查可有效降低風險,減少主辦單位的負擔。五、善加應用新的科技產品成為賽事監控的有效工具,應有效普及。臺灣山林越野跑發展方興未艾,然而其活動特性具有較高的風險係數,期望透過此研究提供政府及賽事主辦單位參考,提高賽事的安全性和可持續性,裨利於推動產業健康發展。

  高光譜影像提供豐富且細緻的地物光譜反射資訊,並已廣泛地應用於地物判釋及分析當中。高光譜影像所記錄的光譜反射資料主要來自於太陽輻射,經過大氣及地表交互作用後被感測器所記錄,因此光譜輻射資料均須進行大氣改正與地形改正。過去無論是空載或星載高光譜影像因空間解析度較低,大都僅進行大氣改正,但隨著低空光譜成像儀的發展,現今已經可以獲取具有高空間解析度的高光譜影像,也因此地形效應所造成的光譜反射曲線差異也更趨明顯,故如何改正地形效應對於光譜反射曲線的影響成為目前的研究議題之一。在分析地形與反射光譜交互作用的相關研究中,大都以雙向反射分布函數(bidirection reflectance distr

ibution function, BRDF)為主要的數學模型。由於影響BRDF的因素眾多,除了太陽入射角、感測器的觀測角度、及地形的變化之外,最主要的輸入資訊-地形資料也是重要的影響要素。本研究欲建立一適用於高光譜之地形改正的BRDF模型,以數值地形模型(Digital Elevation Model , DEM)、數值地表模型(Digital Surface Model , DSM)和點雲三種地形資訊紀錄資料的型態做為本模型的測試及探討。結果顯示為高解析度的點雲資料在各個測試區域的成果最佳。
