網路科技進步以及智慧型行動裝置普及增加社群媒體言論對社會議題相關討論的影響。在此背景之下軍事組織亦有條件開放智慧型手機使用，也因此讓以往較不為公眾所知的軍事組織內部各種行舉與事件更容易受到外界檢視及評論。本研究透過半結構式訪談與次級文獻資料分析，旨在探討社群媒體主導公眾言論的時代下，軍事組織內部治理所面臨之衝擊與影響。軍事組織以維護國家安全為主要目的，嚴謹的管理制度實為科層體制之極致表現，但「洪仲丘案」經社群媒體廣泛傳播引發並主導社會相關議論，顯現出新型態社群媒體言論對軍事組織內部治理所帶來的挑戰。藉由對國軍中階層幹部進行訪談，本研究試圖瞭解組織成員傾向透過社群平臺表達內部治理問題之原因為何

、中階層幹部之角色定位認知、以及軍隊與社群媒體互動關係等議題。本研究發現，內部成員尋求體制外管道表達意見之主因包括：為管理階層領導統御風格影響、匿名表達較具安全感且需負擔的責任較低、尋求認同、資訊不對稱、社群媒體的影響等，因而傾向認為透過社群爆料更能影響組織決策。中階層幹部則因權限職責模糊、工作分配、資深成員管理、多頭指揮、決策責任衝突等因素，導致內部因誤解進而衍生管理困境。本研究認為軍事組織與社群媒體之互動關係實如雙面刃，一方面管理者必須謹慎處理內部溝通避免社群媒體爆料言論之負面影響，另一方面亦能藉助社群媒體之力塑造組織形象、建立支持系統以利管理工作之進行。基於研究發現，本論文分別從管理制度
