承壓設備存有局部減薄時,不僅左右工廠的可操作性,同時也影響製程的潛在風險。適用性評估標準,發展至今,已是全世界廣泛使用的缺陷評估標準。其中又以API 579最負盛名。標準中定義殘餘強度係數(RSF)來評估受損結構的堪用性,並設定容許值。由於RSF計算並不容易,因此該標準依照保守程度、分析困難度,分成三個等級。其中最高等級的Level 3是使用數值分析方法。在過去,有許多研究文章,使用簡化作法(如:使用簡化的厚度輪廓、對稱分析、二維分析、子結構等),或者使用者自行定義RSF來分析堪用性。這些做法雖實務可行,但這並不符合標準作法,可能也會使分析結果過於樂觀。本研究將對前述常使使用的簡化作法進行分

析,並比較其差異。另外,本研究為了解前述各類項目如何影響RSF的精準度,以有限元素法為基礎,建立局部減薄缺陷的API 579 Level 3分析作法。本文有以下幾個重要成果及發現:1.建立API 579 Level 3評估程序;2.發現缺陷採用子模型,能維持分析精準度的同時,提升運算效率;3.外部LTA的實際殘餘強度,是低於相同尺寸的內部LTA的殘餘強度;4.由於LTA缺陷僅佔設備一小部分,因此通常被視為簡化的幾何形狀。但本篇的研究結果表明,所有簡化的厚度輪廓都會RSF,因應謹慎使用;5.通常認為較寬(即影響範圍較大)的減薄缺陷,被認為具有較低的RSF。但是,本研究表明,因應力集中效應,狹窄的

Google翻譯與簡明華語之初探:以越華語為例

簡明語言運動在國外已推動多年,簡明語言的出發點為平權,即為語言弱勢者的平權。語言弱勢者不只是非母語者,還包括母語人士,例如小學生、半文盲者、閱讀障礙者、智能障礙者及失智症患者等等。國外的維權人士認為政府機構有義務提供無障礙資訊給一般民眾,而語言弱勢族群同樣也應該享有獨立自主決定的權利,延伸而來的便是有權利能夠接收到易於理解的正確訊息。有鑑於華語尚未發展簡明華語,而台灣近年來對語言的平權也開始重視,甚至已於2019年頒布實施「國家語言發展法」。在台灣不論是政府或ㄧ般民眾都有共識以先進福利國家為發展目標。國外的先進福利國家針對語言的平權投注的資源是以國家的層級來推動,且不僅是像台灣以轉型正義的視

角為出發點,甚至是以少數語言弱勢族群的立場來思考,以平權為目標。因此契機,筆者希望能夠驗證簡明台灣華語對於語言弱勢族群來說是否真的是較易於了解,所以筆者試著以初步理解的簡明語言原則來改寫,並以Google翻譯文本作為對照組來進行比較實驗。筆者以公視新聞的內容做為文本,設計閱讀測驗問卷來執行本實驗。以學習華語兩年內的越南籍同學為目標,確認測驗成績。結果不論Google譯文或簡明華語相對源文來說在測驗成績上並無明顯的差異。這一方面可以說明Google的越南語譯文,在傳達訊息上似乎與源文有相似的效果,而另一方面也顯示簡明華語的譯文與源文相較並不能顯現較易於理解的趨勢。深究原因可能為本實驗所做的簡明華

語,其譯文未針對學習者B1以下的文法理解做相對應的修正,許多字彙也未標示其分級,另許多參與本實驗的受測者華語程度為初級,未達明瞭簡明華語之程度。這都有賴我們再深入研究探討。而Google的越南語譯文與源文有相似的效果的部分,也讓我們思考機器翻譯後編譯的可行性。
