摘 要船舶壓載水艙為了配合船舶營運的需要,長期處於海水壓載和空艙的乾濕交替狀態,冷熱溫差,鹽分高,密不通風,環境條件相當惡劣,且維修相當困難,以致1990年代,相當多的散裝貨輪出現海難事故,此均是因壓載水艙生繡腐蝕,致船體損傷所引起的,因此引發IMO(聯合國國際海事組織)的重視及關切,乃於2006年12月IMO在第82次MSC議題(Maritime Safety Committee)會議通過MSC.215(82)議題PSPC(Performance Standard for Protective Coatings)”保護塗層性能標準”,並納入SOLAS公約,成為強制性的法規。PSPC法

規於2012年7月1日後強制實施。藉由塗裝作業施工與塗裝品質管理來管控塗裝工藝技術流程是否落實IMO PSPC法規標準與達到壓載水艙15年之目標使用壽命,提高塗層的保護性能,排除腐蝕對船舶的衝擊,是本研究的主題。並以實際參與監造的實船之塗裝工藝流程施工及作業,加以比較分析。再以PSPC的要求及船廠如何就塗料性能、塗裝技藝、檢驗條件、施工流程、管理體系等多方面的考量,安排在本身既有的建造流程裡,以理解船廠在「結構、艤裝、塗裝」等階段的關鍵問題。1. 章、第五章的論述,其中探討台船三型實船塗裝作業施工與品質之缺失與改善方法/塗裝破壞率的控管/二次表面處理等級/塗裝技術文件檔(Coating Technical File,CTF)的檢驗等都是塗裝品質及施工進度影響的重點所在。本研究之研究結論主要可分為兩大部份:一、台船三型船船段塗裝檢驗資料統計之研究結論。二、台船三型實船塗裝破壞率之探討的之研究結論。第一部份可歸納前五點,而第二部份歸納為後三點:1. 無論以台船三型實船為主軸或廠檢、船檢、船東為主軸在塗裝第一階段無論是塗裝檢驗的數量與品質之結構與艤裝問題,塗裝檢驗意見都偏高。三者(廠檢、船檢、船東)大都認為船廠包商品質差,有非常大的進步空間。

2. 相對而言,塗裝第二階段與第三階段雖有變化,但大都趨於收斂。此二階段無論是塗裝檢驗的數量與品質之結構與艤裝問題,廠檢、船檢、船東在三型船都認為船廠包商品質,已趨穩定。3. 如果比較塗裝第一~三階段的四個問題(船體結構之數量問題、艤裝方面之數量問題、船體結構之品質問題、艤裝方面之品質問題)之塗裝檢驗意見的比較多寡分別為船體結構之品質問題、艤裝方面之品質問題、艤裝方面之數量問題、船體結構之數量問題。4. 如果比較塗裝第一~三階段四個問題(船體結構之數量問題、艤裝方面之數量問題、船體結構之品質問題、艤裝方面之品質問題)之塗裝檢驗意見的比較多寡還是以船體結構之品質問題為最多且最重視。5. 本研究發

現無論以台船三型實船為主軸或廠檢、船檢、船東為主軸在探討廠檢、船檢、船東在各船的塗裝三階段對於塗裝結構與艤裝的塗裝問題之塗裝檢驗意見的變化與重視程度。而以船體結構之品質問題為最多且最重視。6. 台船三型實船實際量測塗裝的破壞率,無論是各船總塗裝破壞率或各船之各艙的個別塗裝破壞率所列結果之數據都呈現出25m2的連續破壞面積該三實船均不存在,符合PSPC法規要求,其塗裝技術文件檔(CTF)檢驗記載均列以”NO”(無)記錄。7. 由台船三型實船實際量測塗裝的破壞率得知,PSPC法規所規範破壞率2%及連續破壞面積25m2,再加上船段(Block)組裝期間油漆塗層受損率數據,必須依據塗層乾膜規則為90/

海上貨物運送是人類所使用最普遍且便利的運送方式,近年來全世界海盜攻擊事件日益增加,索馬利亞海盜攻擊挾持船舶、貨物或船員,要求船東支付鉅額贖金,才釋放所挾持的財貨或人員。活躍於索馬利亞海域的海盜不斷的給過往的商船造成威脅。聯合國安理會授權各國使用海陸空力量,在索馬利亞政府同意的前提下,上岸或者利用空襲打擊索馬利亞海盜。各國政府力量的介入一定程度上遏制了海盜行為,但因索馬利亞海盜行為而產生的一系列國際法上的問題仍然困擾著各國產學界。海盜贖金問題即是其值得關注的議題。以往海盜劫持船舶基本上都是搶劫貨物及船上的現有財產,並可能對船上人員進行人身傷害,但索馬利亞海盜呈現出不同的特徵。他們僅僅扣留船隻、
