臺灣休閒垂釣活動發展近50年，目前全台已有117處釣點完成公告並開放垂釣，其中包含港務分公司15處之商港垂釣場域。隨著國人生活品質的提升，在享受釣魚休憩帶來的樂趣與身心靈滿足外，關於釣魚環境的清潔、安全性及海洋資源永續性是釣友們最關心的議題。呼應行政院「向海致敬」政策，鼓勵國人親近海洋，海洋保育署為推動珍惜自然環境與維護海洋生態觀念，於2019年11月10日辦理「台中港北堤示範區友善釣魚活動」以「友善垂釣、資源永續」為活動理念，推動釣魚示範管理計畫，以認同卡及救生衣背章等管理方式，建置友善釣魚秩序並落實自主管理。實施至今釣友紛紛表示推動管理後的台中港北堤環境確實變好，更有信心落實友善釣魚行動
