美國對台軍售的發展：川普執政期間

美國軍售一般分為三種：對外軍售（Foreign Military Sales, FMS）、直接商售以及混和性軍售。目前美國普遍採用的為對外軍售，其模式為美國政府扮演代購角色，將其他購買國的需求一併納入本身的需求當中，然後統一向軍火商進行採購，以避免其他國家直接和軍火商產生業務關係。而美國對台軍售的流程，首先由臺灣政府向美國提交一份需求書，後續由美國政府的具體執行部門例如：國防部或者國防安全協作局予以接洽、反應以及回饋。假使我國的需求僅為詢問價格，那麼美方便回饋報價；若我國提出的是正式要約，那美國政府便提供正式的要約接受書，後續要約接受書將會遞交到美國國務院進行法律審查，最後，要約接受書在完成
審查之後會發回給購買方政府。臺灣購買方政府則須再60日之內完成簽字確認，此外，非北約成員國、日本、韓國、以色列、澳洲、紐西蘭以及以色列等其他國家軍購，任一防務裝備的價格上限為5,000萬美元，設計或建設服務超過2億美元，便需要通知美國國會，通知期限為30日。美國對台軍售根據「臺灣關係法」（Taiwan Relation Act, TRA）執行，均採用對外軍售，一定程度上保障了美對台軍售的靈活性，每一筆軍售內容，不單僅是武器還包括後續的訓練、支持、備料、維護、保養及輔助設備等費用全部囊括其中。實際上軍售這類特殊性質的合約而言，武器裝備本身的價格僅佔總金額的一小部分，更多數的金額為裝備的使用、保養
和維護的部分。

Content-Based Image Retrieval (CBIR)以關鍵字做圖像檢索的方式已實行多年，但其並不能完全滿足使用者的需求，有效的解決方法之一是使用草圖形式來檢索圖片，這種方法被稱為SBIR, Sketch-Based Image Retrieval。近年，深度學習在各式各樣的影像辨識任務中展現巨大的成功，SBIR的研究也開始積極投入以深度學習的方式來增進對草圖的辨識能力，但由於草圖的數據蒐集不易，且以人為製作草圖比起圖片內容標註更為耗時耗力，因此基於深度學習的SBIR研究往往都須先面對數據缺乏的問題，導致SBIR研究推進緩慢。鑒於上述情形，本論文探討基於深度學習的草圖資料增
強，提出以CAE-GAN端到端的模型架構將原始圖片直接轉換至草圖圖像，以利後續SBIR的研究。為了客觀分析圖片生成的結果，根據Top-1 ACC、Top-5 ACC、IS三種草圖品質判別指標去評估模型生成的好壞，本論文提出之CAE-GAN平均具有52.28%的Top-1 ACC、72.29%的Top-5 ACC、75.0948的IS，可證實該方法可用於草圖資料增強的應用中，在SBIR的草圖前處理階段提供可能的資料增強手段。綜上所述，本論文提出之方法具備以下優點: 其一，可於現有的草圖數據集進行草圖的擴增，節省草圖資料蒐集上的寶貴人力與時間；其二，使用對抗式的做法訓練模型，相較於只使用固定損失函
數的自編碼器能夠產生出視覺上更令人接受的草圖；其三，在亮度及角度些有不同的情況下，依然能保持穩定的水準。
