論我國地方文創觀光產業之發展—以新北市淡水區為例

在全球化大趨勢下，對許多國家而言，為追求永續治理與競爭優勢，具有群聚優勢的「文化創意產業」（Cultural and Creative Industries）成為21 世紀最具發展性的產業之一。特別是以文化創意升值城市形象，連結觀光旅遊業，開發「文創觀光產業」（Cultural and Creative Tourism Industry），更是許多城市經濟再生的重要基礎。在此浪潮下，臺灣也日益重視以地方文化產業發展為基礎的城市發展與再造，而今，各地方的文創觀光產業發展似頗具成效。惟國內外對臺灣文化創意產業發展卻一直存有不少議論，本文通過檢閱國內外相關研究文獻，也發現國內地方文創觀光產
業其實潛藏著不少發展瓶頸。 基於此，本文選取新北市淡水區為研究個案，嘗試以宏觀且全面性的視角，了解臺灣文化創意產業發展脈絡，並剖析淡水的文創觀光產業發展瓶頸及其生成的可能因素。首先，本文採取二手資料分析法，透過爬梳國內外相關文獻，與彙整三個國際文創城市：布拉德福德市、東大門與第三義大利的文創觀光產業實務發展經驗，提出一個暫時性的研究理論，包含：文創觀光產業所涉及創意資本的本質、創新、累積與傳播對協作網絡與產業群聚、政府文創政策與官僚所扮演角色、大中小企業間之關係、地方自治體制的影響等面向。其次，本文利用結構性分析策略（structural analysis），依循研究理論的四大面向，逐一了解
淡水文創觀光產業發展的問題所在，並且比較布拉德福德、首爾東大門、第三義大利與淡水等城市地方自治模式，找出四者在文創觀光產業發展與治理上異同處，嘗試歸納一套可以解釋英、義、韓、臺文化創意產業發展的理論架構，探究臺灣地方文創觀光產業發展問題生成的根源，並提出相關的改革建議。

廣告文案為吸引大眾注意及適時傳遞產品訊息給消費群眾，必須在策略中加入適當誘因去引發消費者需求與期望，以創造企業利潤及擴展市場。在傳統上，大多依「競爭策略→行銷策略→廣告策略」之由上而下的順向策略管理程序去進行行銷管理，但本研究乃從逆向的策略管理去思維--亦即從廣告文案的內容去探討其背後的競爭策略。本研究特別邀請三位具有實務管理經驗及學術研究聲望之學者一起參與研究，即針對2010~2014年《超越車訊》汽車雜誌之汽車品牌廣告文案共133則去進行內容分析的競爭策略歸類，而其策略分別為Porter（1980）的成本領導策略與差異化策略、及Kim and Mauborgne（2005）的藍海策略共三
種，經歸類後，再據之探討其背後所代表的意涵。經文獻探討、次級資料分析、內容分析與訪談驗證後，本研究有下列重要的發現：1.經濟成長的趨勢影響競爭策略類型的應用。2.汽車品牌的廣告文案在過去五年間最常執行的是差異化策略。3.歸納出汽車品牌的七種策略趨勢，有利於拓展市場利基。4.策略群組的內外結構穩定，能有效預測藍海競爭優勢機會。5.在2014年經濟穩定的同一時間背景下，各家汽車品牌採行的策略多為一致性的差異化策略，並以此去深耕或擴大目標市場。6.以2014年的乘用車新車市場銷售量的市場地位分類下，所應用的策略類型相當集中。
