國民中小學特色學校指標建構與實證分析之研究

摘要本研究旨在建構國民中小學特色學校指標，並依建構之指標進行相對權重分析與實證調查，以探討特色學校指標權重體系並瞭解中部五縣、市國民中小學具備特色學校之現況。首先，藉由國內外相關文獻的整理歸納，透過二次德懷術專家意見諮詢，確立出特色學校指標架構。再者根據指標架構所形成的相對權重問卷，由學者專家進行指標模糊權重體系的評定。最後從2021年度，中部五縣、市國民中小學1034所中，以分層隨機抽樣方式抽取102所，共764位教師進行正式問卷施測，並以描述性統計、t檢定、單因子變異數分析，藉以一窺當前國民中小學特色學校實際現況。本研究主要結論如下：一、透過二次德懷術分析，確立「出國民中小學特色學校」指

標為五個層面、十三個向度與五十八個指標。二、以模糊層級分析法(FAHP)建構出特色學校指標權重體系，在層面中以｢特色課程與教學」層面最重要。在各層面的向度中以｢學校能發展特色校訂課程」、｢具特色發展的辦學理念」、｢整合多元教育資源」、｢呈現學生學習成果」、｢建立學校品牌特色」為最重要。三、實證調查中，發現特色學校現況，會因其教師性別、年齡、不同學歷、擔任職務、學校規模、學校類型、與學校地區有部分有顯著差異。四、指標相對權重與所具備程度的分析比較後，發現學者專家評定最重要層面、向度及指標，在學校現況調查顯示較為不足，值得未來進一步探討。 根據研究結果提出具體建議如下：一、對主管教育行政機關

之建議。二、對國民中小學校之建議。三、後續研究可從研究主題、研究工具、研究對象與研究方法等著手。
