優化採購管理之實務研究

電子製造業面對半導體物料交期的不確定性、訂單給予供應商前置時間(Lead Time)不足、臨時更改設計、客戶端的需求變化瞬息萬變加上不可抗力的偶發事件和天災人禍在在考驗管理者的因應能力。藉由個案公司了解可能面臨的供應鏈危機接續不上,如何降低生產線停工的危機及後續損失賠償降到最低。本研究期可提供企業優化現有的採購作業流程,持續改善採購管理效率之建議,並建議品牌廠商採購管理應著重於如何與供應商、外包廠商建立長期夥伴關係,進而持續改善作業流程及降低成本、提升企業採購總體績效,並且能讓企業對緊急訂單需求作出更快速的反應。在本研究討論中,透過對個案公司降低供應鏈風險增進採購效率的觀念探討分析,從而得出

結論,採購經過資訊系統協助更可達成風險共擔與資訊共享觀念,風險成本及代工廠轉運成本均可下降、對前置時間不足的緊急訂單應變能力提升。

高齡化社會緊急醫療服務空間分析之研究-以桃園市為例

台灣自 1993 年起步入高齡化社會,並於 2018 年成為高齡社會,根據國家發展委員會推估, 2025 年臺灣將邁入超高齡社會,在人口高齡化趨勢的浪潮下,未來應更加注意高齡者的生活需求。高齡者身體機能隨年齡增長逐漸衰退,其各種感官知覺、骨骼、關節、肌肉平衡等機能隨之退化,因此相對於其他年齡層的民眾,對於緊急醫療服務有更高的需求。衛生福利部 2019年調查結果顯示,台灣 65 歲以上高齡者急診使用人次,佔全部年齡層之 25.88%。而高齡者急診就診率中,前三名之疾病為:第一名胸痛、腹痛、身體不適等徵狀;第二名為骨折、燒傷燙傷、顱內損傷等傷害;以及第三名為循環系統疾病,如心絞痛、急性心肌梗塞、

心臟衰竭、腦血管疾病等。因此高齡者遭遇跌倒或交通事故時,若無法立即獲得緊急醫療服務,可能造成死亡或難以回復原本生活型態,因此緊急醫療服務對高齡者尤為重要。本研究運用潛力服務可及性模型(Potential Service Accessibility),探討桃園市高齡者的緊急醫療服務,模擬現有消防機關與急救責任醫院之可及性與可服務之高齡人口數,並依據現況模擬結果,調整現有緊急醫療服務設施。研究結果顯示,不同道路流量情境下,消防機關派遣救護車至緊急事故地點可及性較好,而從緊急事故地點至急救責任醫院可及性較差,可及性差的地區多位於復興、蘆竹、大園、觀音等偏遠地區,其中又以復興區最為嚴重。在可服務高齡人

口部份,不同道路流量情境下,消防機關可服務約 90%桃園市高齡人口,然急救責任醫院於僅能服務約40-50%的高齡人口。由於急救責任醫院可及性與可服務高齡較差,本研究亦針對現有醫院設備條件,模擬調整為急救責任醫院,發現其可及性與可服務高齡人口數均獲改善,但仍有復興、蘆竹、觀音以及新屋等區之部分里無法獲得改善。
