本研究旨在了解里民對里長服務品質、服務滿意度之概況,經由探討不同背景變項對服務品質、服務滿意度之差異性及預測服務品質對服務滿意度之影響。以自編問卷為研究工具,採立意抽樣方式於民國110年6月1日至8月30日止共計三個月,里民到里長辦公室洽事、里長服務團隊親自拜訪及里長參加里內各種活動的鄉親里民共240位為受試樣本。發出問卷240份,回收233份,剔除無效問卷7份,總計回收有效問卷226份(94.17%)。以描述統計、t考驗、F考驗、薛費法事後比較、皮爾遜積差相關、多元迴歸等統計分析,所得結果如下:一、受試者對服務品質、服務滿意度各因素的感受認知均屬上等程度。二、不同性別受試者對服務品質之「關

懷性」因素,差異達顯著水準。三、不同婚姻狀況受試者對服務品質、服務滿意度差異皆未達顯著水準。四、不同年齡與不同教育程度受試者對服務品質之「保證性」、「關懷性」等因素及整體性,差異達顯著水準。對服務滿意度之「服務接觸」、「服務評價」等因素及整體性,差異達顯著水準。五、不同職業受試者對服務品質各因素及整體性,差異達顯著水準。對服務滿意度之「服務接觸」、「服務評價」等因素及整體性,差異達顯著水準。六、服務品質各構面與服務滿意度各構面呈現顯著正相關,服務品質對服務滿意度有正向預測力。

制度一旦創建,往往會隨著時間的推移以微妙和漸進的方式發生變化。以海巡署為例,海巡署於2000年成立,當時為健全海洋事務管理組織體系,並轉向擴大海洋事務發展,成立之後原先規劃目標是朝向部層級「海洋事務部」方向發展,歷經七次組織變革後,最後成立具政策統合職權之「海洋委員會」。特殊的是,海巡署組織體系因融合警察、軍人及文職公務人員(含關務人員)等三種不同文化背景人員,由於身分別不同,所以身處工作環境與負責工作業務屬性也不相同。為瞭解制度變遷組織變革與行為者適應性情形,除運用漸進制度變遷的理論強調政治背景的特徵與制度本身的屬性之間的相互作用,並結合路徑依賴理論,並由上而下解釋海巡署制度變遷與變革推動

者的類型,以及運用路經依賴理論解釋海巡署組織變革各個節點;再由下而上抽樣海巡署組織成員7,634人問卷調查,探究組織變革因不同身分別(軍人、警察及文職人員)的組織成員之行為者適應性,相互結合探討海巡署組織變革的過程,在特定制度環境中蓬勃發展的不同類型的變革推動者以及組織成員對於組織變革之適應情形。
